Despite the competition, President Faustin-Archange Touadéra, a one-time academic, is largely predicted to secure another term. He transitioned into politics in 2008 when named prime minister, holding the post until a insurgent alliance overthrew the government in 2013, sparking a sectarian conflict.

After a chaotic transition period, his reputation for impartiality from the warring factions powered his runoff win in 2016.

Election Risks and Logistical Hurdles

Concerns persist that supply-chain issues and insecurity could mar the vote, particularly in the countryside. The UN stabilization force, Minusca, is providing protection and organizational aid that the country's weak systems is unable to provide.

Further issues involve the electoral roll being published only online, a major hurdle in a nation with scarce online access. These irregularities have led to an electoral boycott and could, according to observers, "disenfranchise large segments of the population."

Implications of Extended Rule

Many citizens worry that another term for Touadéra—enabled by a 2023 charter change that scrapped term limits and extended mandates—would entail greater influence for foreign actors.

The president has relied on the private military group Wagner for his protection, and despite its founder's death, has pushed back against calls to fold its fighters into a new structure. Meanwhile, Rwanda has taken a different approach, focusing on commercial interests within CAR.

Claims of National Disposal

Recent reports have stated the government evicted its own soldiers from a World Bank-funded facility to make way for a foreign-run livestock operation. A pro-opposition editorial charged the leadership of being "determined to dispose of the country piece by piece."

Amid a newly signed agreement with armed factions offering hope of stabilization, the election moves forward under a shadow of uncertainty and external rivalry.
